SUMMARY

On the 9th September 2016, Council held an Extra-Ordinary Local Traffic Committee meeting via email. The Roads and Maritime Services (RMS) and State Transit Authority (STA) raised a number of concerns and issues regarding the proposed relocation of a ‘Bus Zone’ on Illawarra Road, Marrickville as part of the Marrickville Railway Station upgrade. It was resolved to refer the matter back to the Local Traffic Committee meeting in order to address the RMS and STA concerns.

The report below addresses the issues raised by the RMS and STA and incorporates changes to the detailed design plan following consideration of these issues.

 

 

RECOMMENDATION

 

THAT the detailed design plans of the new ‘Bus Zone’ with associated signs and line markings on Illawarra Road, Marrickville adjacent to Marrickville Railway Station (as per the attached design plan TAP-1826-CI-3560 06) be APPROVED.

 

 

 

 

BACKGROUND

Arenco (NSW) Pty Ltd is undertaking construction works on behalf of RailCorp to provide Easy Access facilities at Marrickville Railway Station.

Arenco have approached Council to seek approval for the proposed works on Illawarra Road, Marrickville adjacent to Marrickville Railway Station. These works include the relocation of a ‘Bus Zone’ with a new kerb alignment and associated signs and line markings.

The design plans have been revised following consideration of issues raised by the RMS and STA during the Extra-Ordinary Local Traffic Committee meeting on 9th September 2016.

 

 

FINANCIAL IMPLICATIONS

This project will be funded by RailCorp and Transport for NSW as part of the Marrickville Railway Station upgrade.

Design plans

The proposed scope of work includes the following:

·    Construct a new kerb and gutter alignment on the eastern side of Illawarra Road and reconstruct existing kerb ramps to kerb and footpath.

·    Provide new BB and L3 line markings as per design plan.

·    Provide bicycle logos (PS-2) and painted ‘Bus Zone’ area as per design.

·    Install new tactiles adjacent to new painted ‘Bus Zone’ area.

·    Remove ‘Bus Zone’ and ‘No Stopping’ signage associated with existing ‘Bus Zone’.

·    Install ‘Bus Zone’, ‘No Parking’ and ‘No Stopping’ signage associated with the relocation of the new ‘Bus Zone’, replacing any damaged signs and repairing any faded line markings as per design plan.

 

The amendments following concerns raised by the RMS and STA include the following:

·    The proposed Bus Zone area is to be extended 0.3metres in length (total length of 14.5metres);

·    The proposed Bus Zone area is not to be painted and only linemarked with ‘Bus Zone’ linemarking;

·    Provide new BB and L3 linemarking as per revised design plan (lane widths have been amended to satisfy RMS and STA concerns); and

·    Install a ‘No Stopping’ sign (left arrow) immediately 3metres south of the signalised pedestrian crossing and relocate the ‘Bus Zone’ signage in conjunction to the ‘No Stopping’ sign as per revised design plan.

 

The proposed treatment will result in no loss of on-street parking spaces on Illawarra Road as an outcome of the proposed relocation of ‘Bus Zone’ with a new kerb alignment and associated signs and line markings in order to accommodate an improvement with pedestrian amenity and traffic conditions (refer to the attached design plan no. TAP-1826-CI-3560 06).

 

 

PUBLIC CONSULTATION

The State Transit Authority (STA) and Roads and Maritime Services (RMS) have been notified of the amendments to the proposal.

 

 

CONCLUSION

It is recommended that the design of the proposed signs and line markings associated with the relocation of a new ‘Bus Zone’ be approved, to improve pedestrian amenity and traffic conditions.
