RECOMMENDATION

 

THAT the detailed design plan of the 90 degree angle parking with associated signs and line markings in Pile Street, Marrickville (as per the design plan No. 6090) be APPROVED.

 

 

 

 

T1216 Item 2      Merton Street at Trafalgar Street, Petersham - Request for Installation of Traffic Calming at Intersection
(Stanmore Ward / Newtown Electorate / Marrickville LAC)

RECOMMENDATION

 

THAT:

1.       a central median in Merton Street at Trafalgar Street, Petersham be approved in principle and it be listed for funding in a future Traffic Capital Works Program; and

2.       the applicants be advised in terms of this report.

 

 

 

 

T1216 Item 3      John Street, Tempe - Proposed Angle Parking with Kerb Blisters and Kerb Extension Design Plans

RECOMMENDATION

 

THAT the detailed design plan of the kerb extension with a new kerb and gutter alignment, 90 degree angle parking with associated signs, line markings and landscaped kerb blisters in John Street, Tempe (as per the design plan No. 6139) be APPROVED.

 

 

 

 

T1216 Item 4      Requests For Statutory ‘No Stopping’ Restrictions
(Marrickville and Stanmore Wards/Summer Hill Electorate / Marrickville LAC)

RECOMMENDATION

 

THAT:

1.       the south-eastern and south-western sides of Gladstone Lane (adjacent to property No. 41 Calvert Street) be APPROVED for the installation of statutory ‘No Stopping’ signage for a length of 10m from its intersection with Calvert street, Marrickville;

2.       the eastern and western sides of Hunter Street (adjacent to property No. 123 New Canterbury Road) be APPROVED for the installation of statutory ‘No Stopping’ signage for a length of 10m from its intersection with New Canterbury Road, Lewisham; and

3.       the surrounding residents notified at this location.

 

 

 

 

T1216 Item 5      East Street, Marrickville - Temporary Road Closure for Street Party (Marrickville Ward / Newtown Electorate / Marrickville LAC)

RECOMMENDATION

 

THAT the proposed full road closure of East Street, Marrickville (between Middle Street and North Street) on Saturday 3 December 2016 for a period of four (4) hours between 2.00pm and 6.00pm be APPROVED, to hold a street party, subject to the following conditions:

1.       the temporary full road closure be advertised in the local newspaper for a period of 28 days in advance of the proposed closure;

2.       a 4-metre wide emergency vehicle access must be maintained through the closed road areas during the course of the event;

3.       the applicant is to set out the road closure as per the attached typical Traffic Control Plan (TCP);

4.       notice of the proposed closure be forwarded to the NSW Police, the NSW Fire Brigades, the NSW Ambulance Services and the Transport Management Centre (TMC);

5.       all affected residents and businesses shall be notified in writing of the proposed temporary road closure at least 7 days in advance of the closure with the applicant making reasonable provision for residents;

6.       vehicular and pedestrian access for residents to their off-street car parking spaces be maintained where possible during the road closure; and

7.       the applicant is to comply with all conditions of Council’s Street Party Guidelines.

 

 

 

 

T1216 Item 6      Victoria Street, Summer Hill - Provide a New Pedestrian Refuge just North of Harland Street near Trinity Grammar and Yeo Park Infants Schools (Ashfield Ward / Summer Hill Electorate / Ashfield LAC)

RECOMMENDATION

 

THAT the attached Drawing No.2586-3-CON-001 detailing the installation of a new pedestrian refuge in Victoria Street, just north of Harland Street, Summer Hill be supported, subject to minor amendments to the edge line and 'NO STOPPING' restriction on the eastern side of Victoria Street at Harland Street.

 

 

 

 

T1216 Item 7      Darling Street At Nelson Street, Rozelle - Raised Pedestrian Crossing (Balmain Ward / Balmain Electorate / Leichhardt LAC)

RECOMMENDATION

 

THAT drawing No. A1-891 detailing the proposed upgrade of the existing pedestrian (zebra) crossing to a raised pedestrian (zebra) crossing on Darling Street, north of Nelson Street be supported as detailed in Attachment 1.

 

 

 

 

T1216 Item 8      Palmer Street at Beattie Street, Balmain - Raised Pedestrian Crossing (Balmain Ward / Balmain Electorate / Leichhardt LAC)

RECOMMENDATION

 

THAT drawing number A1-892 detailing the proposed upgrade of the existing pedestrian (zebra) crossing on Palmer Street, south of Beattie Street, Balmain to a raised (zebra) pedestrian crossing be supported as detailed in Attachment 1.

 

 

 

 

T1216 Item 9      Booth Street at Taylor Street, Annandale - Raised Pedestrian Crossing (Leichhardt Ward / Balmain Electorate / Leichhardt LAC)

RECOMMENDATION

 

THAT drawing No.A1-893 detailing the proposed upgrade of the existing pedestrian (zebra) crossing to a raised pedestrian (zebra) crossing in Booth Street, Annandale west of Taylor Street be supported, as detailed in Attachment 1.

 

 

 

 

T1216 Item 10    Dover Street, Summer Hill - Intersection and Traffic Device Upgrade (Ashfield Ward / Summer Hill Electorate / Ashfield LAC)

RECOMMENDATION

 

THAT the attached Drawing No. 454-SK-01 be supported that indicates the: 

1.       upgrade and re-alignment of the intersection of Dover Street and Grosvenor Crescent;

2.       upgrade of the existing speed hump outside No.13 Dover Street including kerb extensions with a median similar to the speed hump device outside No.20 Dover Street; and

3.       remarking of the Barrier (BB) lines in Kensington Street leading to the median at Dover Street intersection.

 

 

 

 

T1216 Item 11    Prospect Road, Summer Hill - Upgrade of Existing Zebra Crossing (Wombat Crossing) near St. Patrick’s Catholic Primary School (Ashfield Ward / Summer Hill Electorate / Ashfield LAC)

RECOMMENDATION

 

THAT:

1.       the existing raised zebra crossing in Prospect Road, south of Drynan Street, Summer Hill, be upgraded as per Drawing No. 2586-2-CON-001;

2.       RMS be requested to upgrade the existing:

a.       '40km/h School Zone' sign in Prospect Street with flashing lights, including the existing '40km/h School Zone' signs in the perimeter streets of Drynan Street (school frontage) and Teakle Street, Summer Hill; and

b.       40 km/h speed road pavement markings in the above streets adjoining the school.

RECOMMENDATION

T1216 Item 14    Local Route 18 (Dulwich Hill Station to Marrickville Station) - Public Consultation Report

RECOMMENDATION

 

THAT:

 

1.       the final concept plan for Local Route 18 be approved and detailed designs for the route be developed; and

2.       Council consult further with Sydney Metro to seek agreement on a bike route in the rail corridor between School Parade and Randall Street.

 

 

 

 

T1216 Item 15    Regional Bicycle Route 7 (Lewisham to Newtown) - Public Consultation Report

RECOMMENDATION

THAT:

1.       the final concept plan for Regional Route 7 be approved and detailed designs for the route be developed; and

2.       Council consult further with Roads and Maritime Services and the City of Sydney to identify options for improved bicycle access across King Street, Newtown.

 

 

 

 

T1216 Item 16    Victoria Road, Marrickville - Request for a Time Extension to Existing Drop-Off and Pick-Up Zone P15 Parking Restrictions Adjacant to No. 356
(Marrickville Ward / Summer Hill Electorate / Marrickville LAC)

RECOMMENDATION

 

THAT:

1.       the existing 20 metre length of “P15 8.30-10.00AM, 3.00-4.30PM Monday-Friday” on the eastern side of Victoria Road, directly outside the Centre at 356, be extended in time to “P15 8.00-10.00AM, 3.00-5.00PM Monday – Friday” to assist parents and carers with the drop-off and pick-up of children; and

2.       the Representatives of the Centre and Council Parking Officers be advised in terms of this report.

 

 

 

 

T1216 Item 17    Frampton Lane, Marrickville - Proposed ‘No Stopping’ and ‘No Parking’ Restrictions (Marrickville Ward / Marrickville Electorate / Marrickville LAC)

RECOMMENDATION

 

THAT:

1.       the installation of ‘No Parking’ restrictions on the eastern side of Frampton Lane Marrickville (between the No 207 and 215 Victoria Road) be approved in order to prevent illegal parking adjacent to garages;

2.       the installation of ‘No Parking’ restrictions on the eastern side of Frampton Lane Marrickville(between the No. 215 and 217 Victoria Road) be approved in order to improve access for turning motorists;

3.       the installation of statutory ‘No Stopping’ restriction on the north-west corner of Frampton Lane Marrickville (north-south section) be approved; and

4.       the installation of ‘No Parking’ restrictions on the western side of Frampton Lane, Marrickville (between the ‘No Stopping’ zones adjacent to No102 Sydenham Road) be approved in order to deter illegal parking, improve access to residential garages and increase safety at the intersection.

 

 

 

 

T1216 Item 18    Sloane Street, Summer Hill - Proposed "No Parking - Australia Post Vehicles Excepted" & "No Parking"

RECOMMENDATION

 

THAT:

1.       the existing '½P 8:30am – 6:00pm, Mon-Fri; 8:30am-12:30pm, Sat' car space be removed and a 6m 'No Parking - Australia Post Vehicles Excepted' zone be installed on the eastern side of Sloane Street, north of Grosvenor Crescent, Summer Hill; and

2.       a 'No Parking' zone be installed across the driveway of the Anglicare office between the above proposal and existing 'No Parking - Car Share Vehicles Excepted' car space.

 

 

 

 

T1216 Item 19    Harrow Lane, Stanmore - Proposed Extension of ‘No Parking’  Restrictions
(Stanmore Ward/Newtown Electorate/Newtown LAC)

RECOMMENDATION

 

THAT the existing ‘No Parking’ zone be extended for a length of thirty (30) metres, on the southern side of Harrow Lane, Stanmore (adjacent to rear of properties 32-38 Harrow Road, Stanmore), in order to improve access to a resident’s off street car parking.

 

 

 

 

T1216 Item 20    Eccles Lane, Ashfield - Statutory “No Stopping”

RECOMMENDATION

 

THAT statutory 'No Stopping' restrictions be installed on both sides of Eccles Lane for a distance of 10 metres from its intersection with Eccles Avenue and Elizabeth Street, Ashfield.

 

 

 

 

T1216 Item 21    Victoria Street, Ashfield - Proposed 1P Parking

RECOMMENDATION

 

THAT the Work Zone in the length of 9 parking spaces outside 1-7 Victoria Street, Ashfield be removed and that:

1.       two (2) of the parking spaces be signposted as '1P 8:30am-6:00pm Mon-Fri; 8:30am-12:30pm Sat; and

2.       seven (7) of the parking spaces be reinstated with unrestricted parking.

 

 

 

 

T1216 Item 22    Wardell Road, Marrickville - Request for a ‘Works Zone’ adjacent to Construction Site at No. 188
(Marrickville Ward / Summer Hill Electorate / Marrickville LAC)

RECOMMENDATION

 

THAT:

1.       the installation of a ‘Works Zone 7AM-5.30PM Mon-Sat’ (total of 12 metres in length) on the south eastern side of Wardell Road adjacent to property no. 188 Wardell Road, Marrickville  be APPROVED for a period of three (3) months, for the proposed construction work; and

2.       the costs of supply, installation and removal of the signs and ‘Works Zone’ fees in accordance with Council’s Fees and Charges are to be borne by the applicant.

 

 

 

 

T1216 Item 23    Requests for Mobility Parking Spaces
(Stanmore & Marrickville Wards / Summer Hill & Newtown Electorates / Marrickville & Newtown LACs)

RECOMMENDATION

 

THAT the following locations:

1.       southern side of Gould Avenue, Lewisham adjacent to property no 27 Vernon Street, Lewisham;

2.       northern side of Reiby Street, Newtown in front of property no 37 Reiby Street, Newtown; and

3.       eastern side of Hilltop Avenue, Marrickville in front of property no 7 Hilltop Avenue, Marrickville;

be APPROVED as a ‘mobility parking’ space, subject to:

a)      the operation of the dedicated parking space be valid for twelve (12) months from the date of installation;

b)      the applicant advising Council of any changes in circumstances affecting the need for the special parking space; and

c)      the applicant is requested to furnish a medical certificate and current mobility permit justifying the need for the mobility parking space for its continuation after each 12 months period.

RECOMMENDATION

 

THAT an 11m ‘No Parking’ zone be installed on the western side of Buruwan Lane at Bayview Lane, extending south from the rear boundary of No.363 Annandale Street and No.14 Pritchard Street.

 

 

 

 

T1216 Item 25    Tilba Avenue/White Street, Balmain - No Stopping

RECOMMENDATION

 

THAT:

1.       a 10m ‘No Stopping’ zone be placed on the southern side of White Street, west of Tilba Avenue;

2.       a 10m ‘No Stopping’ zone be placed on the southern side of White Street, east of Tilba Avenue;

3.       a 10m ‘No Stopping’ zone be placed on the eastern side of Tilba Avenue, south of White Street;

4.       a 7m ‘No Stopping’ zone be placed on the western side of Tilba Avenue, south of White Street; and

5.       Council investigate the installation of ‘No Parking’ zones in Tilba Avenue opposite resident driveways.

 

 

 

 

T1216 Item 26    Ross Street, Dulwich Hill - Proposal for Statutory ‘No Stopping’ Line Markings (Ashfield Ward / Summer Hill Electorate / Marrickville LAC)

RECOMMENDATION

 

THAT:

1.       the installation of statutory ‘No Stopping’ yellow line marking on the eastern side of Ross Street, Dulwich Hill for a distance of 10m, at its intersection with New Canterbury Road, (adjacent to property no. 777 New Canterbury Road, Dulwich Hill) be APPROVED, in order to deter illegal parking, increase safety and improve motorist visibility and access;

2.       the installation of statutory ‘No Stopping’ yellow line marking on the western side of Ross Street, Dulwich Hill for a distance of 10m, at its intersection with New Canterbury Road, (adjacent to property no. 779 New Canterbury Road, Dulwich Hill) be APPROVED, in order to deter illegal parking, increase safety and improve motorist visibility and access; and

3.       the applicants, affected residents and Council Rangers be advised in terms of this report.

 

 

 

 

T1216 Item 27    Charlotte Street, Lilyfield - Angle Parking and Resident Parking Scheme Investigation (Leichhardt Ward / Balmain Electorate  /Leichhardt LAC)

RECOMMENDATION

 

THAT:

1.       ‘60 degree angle parking rear to kerb vehicles under 6 metres only’ signs be installed on the southern side of Charlotte Street with the exception of retaining a 6.6 metre section of parallel parking at the easternmost section of the road; and

2.       the proposal to introduce a resident parking scheme in Charlotte Street be not supported at the present time due to lack of resident support.

THAT a 10m ‘No Parking’ zone be installed on the western side of Valley Street, Balmain extending over the driveway of No. 8 Valley Street and the kerbside space south of the driveway.

T1216 Item 35    Meet Me in the Middle 10K - 2017 Walking Special Event
(Leichhardt & Balmain Wards / Balmain Electorate  / Leichhardt LAC)

RECOMMENDATION

 

THAT:

1.       the Walking Events Worldwide Pty Ltd, Meet Me in the Middle 10K event to be held on Sunday, 26th March 2017 be approved subject to receipt of a Transport Management Plan in accordance with RMS requirements; and

2.       a current Public Liability Insurance Policy which includes the Inner West Council being an interested party be submitted by the event organiser prior to the event.

 

 

 

 

T1216 Item 36    Wests Tigers Junior Triathlon Traffic Management Plan
(Balmain Ward/Balmain Electorate/Leichhardt LAC)

RECOMMENDATION

 

THAT the temporary road closure of Glover Street and Mary Street north of Chapel Street and the unnamed road between Frazer Street and Mary Street on Sunday 22nd January 2017 between 4am and 12 midday be approved subject to the following conditions: 

1.       the Traffic Management Plan detailing the traffic arrangements for the Wests Tigers Junior Triathlon be supported;

2.       the Traffic Control Plan (TCP) be implemented by the applicant, including RMS accredited traffic controllers; subject to an additional traffic controller being located at the intersection of the unnamed road and Frazer Street;

3.       the Traffic Management Plan be forwarded to Council’s Area Base Coordinator, Transport Management Centre and the Major Events & Incidents Group (NSW Police) by the applicant;

4.       the applicant be requested to advise all affected residents and businesses in advance of the temporary parking changes and road closures in the subject area;

5.       the applicant forward to Council a copy of its current Public Liability Insurance Policy with Council shown as an interested party and being indemnified from all claims;

6.       a three (3) metre unencumbered passage be available for emergency vehicles though all the closed section of internal roads at all times;

7.       all advertising of the event must encourage the use of Public Transport;

8.       the applicant be requested to liaise with the STA to organise additional public       transport services if necessary;

9.       Fire and Rescue NSW be notified of the intended closure;

10.     the applicant provide and erect barricades and signs, in accordance with the current Australian Standard AS 1742.3: Traffic Control Devices for Works on Roads.  As a minimum the following must be erected at the appropriate locations:

a.       Barrier Boards (Barricades);

b.       ‘Road Closed’ (T2-4) signs;

c.       ‘Road Closed Ahead’ (T2-Q02A);

d.       ‘On Side Road’ (TC-1325);

11.     the areas to be used for the activities must be maintained in a clean and tidy condition to the satisfaction of Council’s Director Major Projects & Engineering, or else the applicant will be required to reimburse Council for any extraordinary cleaning costs;

12.     the conduct of any activities or use of any equipment required in conjunction with the road occupancy and temporary road closure not results in any ‘offensive noise’ as defined by the Noise Control Act;

13.     a copy of the Council approval be available on site for inspection by relevant authorities;

14.     Council reserves the right to cancel the approval at any time;

15.     the applicant complies with any reasonable directive from Council Officers and NSW Police; and

16.     the applicant be advised of the Committee’s recommendation.

 

 

 

 

T1216 Item 37    Temporary Road Closures for the Mardi Gras Fair Day Event on Sunday 19 February 2017 (Stanmore Ward / Newtown Electorate/Newtown LAC)

RECOMMENDATION

 

THAT:

1.       the proposed temporary road closure of Lennox Street, Eliza Street, Mary Street and Federation Road, Newtown on Sunday 19 February 2017, between 5.00AM to 8.00PM, for the holding of the ‘Mardi Gras Fair Day’ (Class 2 event under the RMS Special Events Guide), be APPROVED subject to the approval of the Development Application and the applicant complying with the following conditions:

a.       a fee of $1,441.70 for the temporary road closure is payable by the applicant in accordance with Council’s Fees and Charges;

b.       the temporary full road closure be advertised by the applicant in the local newspaper providing 28 days notice for submissions, in accordance with the Roads Act;

c.       a Traffic Management Plan (TMP) be submitted by the applicant to the Roads and Maritime Services for consideration and approval;

d.       a Traffic Control Plan (TCP) which has been prepared by a certified Traffic Controller, is to be submitted to Council for review with a copy of the Traffic Controller’s certification number attached to the plan, not less than 5 days prior to implementation of the closure;

e.       a Road Occupancy License (ROL) application be obtained by the applicant from the Transport Management Centre;

f.       notice of the proposed event is forwarded by the applicant to the NSW Police Local Area Commander, State Transit Authority, NSW Fire Brigades and NSW Ambulance Services;

g.       advance notifications signs advising of the proposed road closure and traffic diversions to be strategically installed and maintained by the applicant at least two (2) weeks prior to the event;

h.       ‘No Stopping - Special Event’ signs be affixed over all existing timed parking restriction signs within the sections of streets to be closed on the afternoon of the day prior to the event;

i.        a 4-metre wide emergency vehicle access must be maintained through the closed road areas during the course of the event;

j.        all affected residents and businesses shall be notified in writing by the applicant of the proposed temporary road closure at least two (2) weeks prior to the event, with the applicant making reasonable provision for residents and businesses;

k.       adequate vehicular traffic control shall be provided for the protection and convenience of pedestrians and motorists including appropriate signage and flagging. Workers shall be specially designated for this role (and carry appropriate certificates), as necessary to comply with this condition. This is to be carried out in accordance with the Australian Standard AS 1742.3 – Traffic Control Devices for works on roads;

l.        water filled barriers be placed at the road closure points to protect against any possible errant vehicles;

2.       the applicant be advised in terms of this report and that all costs for advertising the event and implementation of the road closure are to be borne by the applicant; and

3.       the applicant be advised that an annual application needs to be submitted to Council for the temporary road closures associated with the event.

RECOMMENDATION

 

THAT:

1.       a 7.2m ‘Disabled Parking’ zone (90 degree angle parking); consisting of two 2.4m ‘Disabled Parking spaces and a 2.4m ‘shared space’, be provided on the southern side of the King George Park car park, immediately east of the existing toilet block;

2.       a 6m ‘Disabled Parking’ zone be installed in front of No.5 William Street, Annandale;

3.       a 6m ‘Disabled Parking’ zone be installed in front of No.12 Joseph Street, Lilyfield, subject to receiving the Aged Care Assessment Team report from the applicant;

4.       the 6m ‘Disabled Parking’ space in front of No.31 Marlborough Street, Leichhardt be removed as it is no longer required and the 2P ticket 8am-10pm RPS restrictions be reinstated;

5.       the 6m ‘Disabled Parking’ space in Booth Street, Balmain on the side boundary of No.110 Palmer Street be removed and replaced with resident parking restrictions as the zone is no longer required;

6.       the 6m ‘Disabled Parking’ space in front of No.32 Cove St Birchgrove be removed as the zone is no longer required;

7.       the 6m ‘Disabled Parking’ space in front of No.181 Mullens Street, Rozelle be removed as the zone is no longer required;

8.       the 6m ‘Disabled Parking’ space in front of No.15 Foucart Street, Rozelle be removed as the zone is no longer required; and
