Motion:

 

THAT Council:

 

1.   Officers conduct a parking demand audit of Francis, Huburt, Charles and Elswick Streets off Darley Road;

2.   Consult with the community regarding solutions to help manage and mitigate parking impacts as a result of WestConnex construction work at the proposed Darley Road Dive Site;

3.   Consult with the community regarding solutions to help manage construction traffic impacts as a result of WestConnex construction work at the proposed Darley Road Dive Site;

4.   Report the results of the consultation and recommended actions to the Traffic Committee at the earliest possible date; and

5.   Begin investigating proactive mitigation strategies for other confirmed and proposed construction sites for the WestConnex and Sydney Harbour Tunnel projects.

 

 

Background

 

On 17 April the State Government secretly approved Stage 3 of WestConnex, the M4/M5 Link. This decision was not announced for 10 days, a move that yet again displays the State Government’s disrespect for the people of the Inner West.

 

The Stage 3 Environmental Impact Statement has clearly identified the current Dan Murphy’s building site at 7 Darley Road as a Dive Site.

 

Council Officers have met with concerned residents surrounding Darley Road to discuss their request for mitigating strategies to protect their local streets from traffic and parking impacts during the construction, with particular regard to Francis, Huburt, Charles and Elswick Streets.

 

Various strategies have been discussed, including a proactive resident parking scheme and signage banning trucks from entry into the above streets.

 

Whilst some of these issues are technically addressed in the Construction Environmental Management Plan, previous experience with WestConnex construction contractors in Haberfield and St Peters has unfortunately proven that contractors cannot be relied upon to abide by conditions outlined in this plan.

 

Give the well deserved lack of trust in Roads and Maritime Services in terms of regulating and enforcing these conditions, Council should take strong proactive steps to protect residents in this highly residential area from construction impacts.
