Subject:         Mayoral Minute: Condolence Motion: Dr Peter Reynolds

Motion:

 

THAT Council write a letter of condolence to Dr Peter Reynolds’ family, expressing our sadness on his passing.

 

 

Background

Death of Dr Peter Reynolds

 

Many long term members of the Association will be saddened to hear of the death of Peter Reynolds.

Peter was a great historian and we owe much of the knowledge of our built heritage to his meticulous research.

Peter was a member for about 40 years from 1969, at times a member of the Management Committee from 1971, convener of the history group and President 1980-82.

His Presidency coincided with the plan of the Wran Government to build a second harbour crossing which would have cut a swathe through the heart of Birchgrove and Balmain. It was also proposed to be built by private enterprise and include a toll.

Peter left an enduring legacy in his work which included The Leichhardt Historical Journal, commencing in 1971 and concluding with No.25 in 2007. The Balmain Association took out a loan in 1976 to publish his Half a Thousand Acres BALMAIN A history of a land grant.

In 2002 he was awarded the Order of Australia Medal for his dedication to recording community history and the architectural heritage of Leichhardt.

The Balmain Association has much to thank him for and his great academic work will continue to be relied upon. We send our deep condolences to his family.

 

A farewell service was held at St Mary’s Anglican Church,
85 Darling St, Balmain East
at 11.00am on Tuesday 24 September.

Subject:         Mayoral Minute: Creation of Little Italy Precinct

Motion:

 

THAT Council:

 

1.   Note the long standing relationship between the Inner West community and Italo-Australians;

2.   Consult with the Italian Consulate General regarding the naming of an Italian precinct in the Inner West;

3.   Launch consultation at the Norton Street Italian Festa on Sunday 27 October, with community consultation to be offered on this day; and

4.   Consult with the local Italian and Leichhardt community and businesses regarding:

·    An appropriate geographic area for a formal Italian precinct in the Inner West; and

·    An appropriate name for the precinct.

 

Background

 

The Inner West has a long-established and very close bond with the people of Italy. This relationship is reflected in the concentration of Italian businesses and peoples in the suburb of  Leichhardt.

 

Norton Street holds the extremely successful Norton Street Italian Festa on the last Sunday in October which attracts many thousands of visitors to Leichhardt.

 

Council recent decision to name a Little Portugal precinct in Petersham has been very well received.

 

Given the city-wide recognition of Leichhardt as Little Italy, an obvious next step is to formally recognise the Italian heart of Sydney.

Subject:         Mayoral Minute: Council Pioneering TCorp Green Investment Product

Motion:

 

THAT Council note that the Inner West Council’s commitment to fossil-fuel divestment has led to the creation of an entirely new Green Term Deposit by TCorp, that lets Council maintain its sustainable investment ethos.

 

 

Background

 

On 12 October 2017 Inner West Council resolved to prioritise and expand its range of non-fossil fuel investments and progress towards 100 per cent divestment from fossil fuels.

 

In May of the following year, Council further resolved to make representations to TCorp (NSW Treasury Corporation) regarding the establishment of ministerial compliant, Non Fossil Fuel financial instruments that will allow Council funds to be invested.

 

We have made astounding progress on this goal and in June 2019 became the first NSW Council to be 100 per cent divested from fossil fuel investments.

 

Now we have had success with the second part of our focus on fossil fuel divestment, with Tcorp announcing this month that it would join with Inner West Council to pilot a green investment product.

 

The new Green Term Deposit means Inner West Council now has an additional investment option that allows Council to maintain its status as the first local government in NSW to be 100 per cent divested from fossil fuels.

 

Inner West Council continues to lead the way in terms of sustainable investment in NSW, and now TCorp has reacted very positively to Council’s calls for an investment product that would allow councils to invest sustainably.

 

By working with TCorp on this green investment pilot product, we are pioneering a new, more environmentally sound way for councils to do business.

Subject:         Mayoral Minute: WestConnex Overpass

Motion:

 

THAT Council:

 

1.   Inner West Council formally object to the NSW Government’s modification to Stage 3b M4/5 Link Rozelle Interchange overpass designs being put forward by the NSW Government;

2.   Write to the Government restating our objections to the loss of parking and the failure to provide any onsite parking for workers as part of Stage 3 of WestConnex, and seeking funds for the consultation and implementation of a temporary resident parking scheme; and

3.   Write to the Government seeking disclosure of all relevant data about traffic impacts on the City West Link, Parramatta Road and adjoining streets following the opening of Stage 1 of WestConnex.

 

 

Background

 

Rozelle Interchange Modification

 

On 14 August the Government announced a modification to the Rozelle Interchange that includes a two lane overpass which would sit up to eight metres above the intersection of the City West Link and the Crescent.

 

An overpass such as this belongs in Los Angeles – not the Inner West.

 

If constructed, it will have the same damaging visual impact on the Bays Precinct as the Cahill Expressway has had on Circular Quay.

 

The Government has always asserted that the interchange would be built underground. Unfortunately, it now seems the road builders have been given carte blanche to amend or ignore conditions of consent.

 

WestConnex parking and traffic impacts

 

Local residents are also facing exacerbated parking problems in Lilyfield, Rozelle and Annandale, with the likely loss of parking spaces from Byrnes, Clubb, Toelle and Callan Streets, and possibly Lilyfield Road, and the State’s decision not to deliver on site car parking for workers on the M4/M5 link.

 

Council has been lobbying the State Government opposing the removal of parking spaces and is seeking measures to provide parking for workers on the Project.

 

Given the extent of the impact on the Inner West, Council should demand that the State Government fund the consultation on, and possible implementation of, a temporary resident parking scheme for the duration of the Project.

 

In addition residents have been reporting very significant increases in delays in traffic on streets leading up to and crossing the City West Link and Parramatta Road.

 

It seems clear that these delays are a result of a change in traffic light signaling along the City West Link and Parramatta Road, designed to improve flow of traffic along these thoroughfares. However, the consequence is a major increase congestion in side streets across Haberfield, Leichhardt, Annandale, Lilyfield and Rozelle.

Subject:         Mayoral Minute: Henson Park

Motion:

 

THAT:

 

1.   Council re-state its support for the partnership with NSW/ACT AFL and the Newtown Jets for the upgrade of Henson Park and seek grant funding from the Greater Sydney Sports Facility funding program for the previously endorsed project, at the earliest opportunity;

2.   It is noted that funds have been allocated in the 2020-21 financial year for the renovation of the playing surface; and

3.   Any surplus funds allocated to the refurbishment of the playing surface are dedicated to other ground improvements to be undertaken in consultation with the Newtown Jets.
