Subject: Mayoral Minute: Callan Park and Kirkbride Precinct EOI

Motion:
THAT Council:
1. Notes that the NSW Department of Planning, Industry and Environment has released an Expressions of Interest (EOI) to find a new tenant for the Kirkbride precinct in Callan Park; and
2. Receives a report on the EOI process and includes an assessment whether Council should submit an EOI to use some or all of the buildings and properties in the Kirkbride precinct.

Background
Council received correspondence dated 1 April 2020 from Dr Michael Spence AC, Vice- Chancellor and Principal of the University of Sydney, informing Council of the University’s decision to permanently depart the Kirkbride Buildings from 30 April 2020.
On 17 June 2020, the NSW Government launched an Expressions of Interest (EOI) campaign to secure a new occupant for the Kirkbride Precinct in Callan Park.
The Kirkbride precinct comprises circa 30 adjoining, interconnected buildings and adjacent Convalescent Cottages.
The EOI is for any number of, or for all of the buildings. Current allowable uses include tertiary education, healthcare and/or community use.
PwC Advisory Services Australia Pty Ltd has been appointed by the NSW Government to oversee the EOI process, which is running for 12-week period from 17 June.

Subject: Mayoral Minute: ACOSS and JobSeeker

Motion:
THAT Council:
1. Restates its support for the Australian Council of Social Service (ACOSS) Raise the Rate campaign, which is advocating that the new Jobseeker Payment not be cut back to the old Newstart rate once the COVID-19 crisis has abated;
2. Writes to all Mayors and Councils across Australia urging them to adopt motions in support of the Jobkeeper payment not being returned to the previous level of Newstart; and
3. Supports and promotes ACOSS’s campaign on jobseeker and the Raise the Rate campaign through all Council communication channels.

Background
Council has previously resolved to support the Australian Council of Social Service (ACOSS) Raise the Rate campaign to increase the Newstart Allowance, which prior to Covid-19 had not been increased in real terms for a quarter of a century.
This meant that income support for Australians without work was amongst the lowest levels of anywhere in the developed world.
The Newstart payment was discontinued on 20 March 2020 and replaced with a new JobSeeker payment due to the COVID-19 crisis.
The Newstart Allowance was set at $559 per fortnight for a single person without dependents. This is equivalent to less than $40 a day.
The new JobSeeker payment has been increased to $560 per week to help recipients deal with the financial strains cause by the pandemic.
The Commonwealth has yet to confirm if the jobseeker payment will return to the Newstart rate later this year.
