Subject: Mayoral Minute: Dogs Off-Leash in Callan Park

Motion:
THAT Council:
1. Write to the State Government requesting reversal of the ad hoc off-leash ban on off-leash dog walking in Callan Park and the commencement of consultation with the community and park users about management of companion animals in Callan Park; 2. Note it has no jurisdiction to enforce the off-leash ban in Callan Park and will not be doing so.

Background
For many years the public has been able to walk their dogs off leash in Callan Park.
Suddenly, and without any community consultation whatsoever, the Office of Environment and Heritage has put up signage advising dog walkers that they can no longer let their dogs off their leashes.
The NSW Government is apparently implementing a ridiculous solution to a non-existent problem.
Callan Park is exactly the sort of place where dogs can run and walk freely without interfering with other park users.
All the sporting fields within the Park of which Council has care, control and management are designated on-leash when they are in use for sports training and games. These changes were consulted with the community and are well accepted. The fields remain available for off leash dog walking when not in use by sporting clubs.
The sudden introduction of signage without community consultation or engagement is unnecessary and upsetting to the park users.
Council has no legal requirement to enforce this off-leash ban and should not do so.

Subject: Mayoral Minute: CEO Performance Review Panel

Motion:
THAT Council appoint Cr Darcy Byrne, Cr Rochelle Porteous, Cr Vittoria Raciti, Cr John Stamolis and Cr Anna York to the Chief Executive Officer’s Performance Review Panel.

Background
Council is required to appoint members of the Chief Executive Officer’s Performance Review Panel.
The panel members were appointed for the previous interim General Manager, consisting of:
· Cr Darcy Byrne
· Cr Rochelle Porteous
· Cr Vittoria Raciti
· Cr John Stamolis
· Cr Anna York
Council needs to reform the panel in order to carry out reviews of the Chief Executive Officer.
