PUBLIC FORUM
The registered speakers were asked to address the meeting. The list of speakers is available on the last page of these minutes.
THAT: 1. Council notes the NSW Government’s plans for New Year’s Eve will incentivise people to visit the Inner West vantage points to view the fireworks, given the restrictions to entry in the CBD and North Sydney;
2. Council writes urgently to the Premier, the Minister for Police
and Emergency Services, the Minister for Health and the Chief Health Officer
regarding the NSW Government’s plans for New Year’s Eve in our
Local Government Area. This should include: a) Noting the primary responsibility of the NSW Government and the NSW Police for public safety and adherence to public health orders;
b) Seeking written clarification about how the NSW Government intends to ensure public safety in the Inner West Local Government Area;
c) Offering cooperation and collaboration in the development of COVID-safe plans for crowd management;
d) Seeking information about whether barriers or ticketing will be required to ensure compliance with public health orders, noting that in a number of parks in Balmain and Birchgrove the number of visitors is often in the thousands;
e) Requesting that, at a minimum, all foreshore parks in Balmain and Birchgrove, not only Illoura Reserve and Mort Bay Park, be included in the “yellow zone”, allowing NSW Police the move-on powers needed to ensure safety at all those locations;
f) Requesting that the NSW Government to fund any extension of crowd control measures being implemented within “yellow zones” that is identified as necessary to public safety; and
g) Seeking written confirmation from the Chief Health Officer that
the plans developed have been reviewed and endorsed by NSW Health. 3. Council Delegates to the Interim General Manager to immediately convene a meeting with appropriate officers of the NSW Police’s Leichhardt Local Area Command and NSW Health to convey Council’s concerns and to begin planning to ensure public safety in our community on New Year’s Eve; and
4. Plans for Management of crowds on New Year's Eve on the Peninsula ensure that payment is not required from residents and visitors for access to our foreshores; and
5. A report be tabled at the December 2020 Council meeting on the Government’s response.

THAT Council writes to the Premier and Treasurer expressing its opposition to White Bay Power Station being demolished. The letter should also ask that the master planning of the Bays Precinct be brought forward so that it runs concurrently with the building of the Sydney West Metro station at White Bay.

THAT Council:
1. Notes the announcement that WestConnex contractors are proposing to use explosive blasting beneath homes between Norton and MacKenzie streets in Leichhardt;
2. Opposes the use of explosive blasting by WestConnex contractors to carve out tunnels for the motorway’s underground M4-M5 Link;
3. Writes to the Minister for Transport expressing its opposition to the use of explosives for tunnel exploration while building WestConnex, explaining the process threatens to cause serious damage to properties located above and close to the blasting sites, and that the Minister reject all proposals to use explosive blasting in Rozelle, Lilyfield, Annandale and Leichhardt; and
4. Receive information on any results of testing is made public and Council and properties within 100m of blast be offered monitoring equipment.
