Subject: Mayoral Minute: Inner West Council advocating for the Yes campaign

MOTION
1. That Council advocate for the Yes vote in the upcoming referendum on constitutional recognition of Indigenous people through a Voice to Parliament.
2. That Council cooperate with Yes 23, the Uluru Dialogue and other Indigenous organisations to support their campaigns for Yes.
3. That Council make available in-kind support for local citizens advocating for the Yes campaign including through the free use of Council facilities, existing communications channels and space on Council buildings and flag poles for Yes campaign messages can be displayed.
4. That Council approach Yes 23 and the Uluru Dialogue about convening a “Walking together for Yes” march at a central Inner West location.
5. That Council write to the Inner West Brewers Association and craft breweries within the Inner West proposing that they hold a combined Inner West brewers for Yes event.
6. That Council write to all non-government organisations within the Inner West proposing ways that they can hold an event promoting the Yes campaign.
7. That Council write to every Mayor and Council across Australia outlining the ways that Council is advocating for the Yes campaign through in-kind support and proposing that they undertake similar actions and advocacy in their communities. |
Background
The first act of the newly elected Inner West Council in 2022 was to unanimously endorse the Uluru Statement from the Heart and to incorporate the Statement into Council’s Community Strategic Plan.
Later in the year Council initiated a civic education program to build awareness amongst local citizens of the Uluru Statement from the Heart and the upcoming referendum. 1100 citizens completed this training.
We have also been successful in recruiting 43 Mayors from across all states and territories to make a statement of support for the Uluru Statement from the Heart and to undertaking Civic Education in their communities.
With the referendum only weeks away it is time for Council decide whether to explicitly endorse the Yes campaign and how to support Inner West citizens who are advocating for Yes.

Subject: Mayoral Minute: Reuse of White Bay Power Station for the arts
From: The Mayor, Councillor Darcy Byrne
MOTION
1. That Council write to the NSW Premier and Planning Minister proposing a partnership between Council and the NSW Government to activate the White Bay Power Station for the arts and creative industries including the possible expansion of Council’s EDGE artistic program into the Power Station precinct.
2. That Council convene a meeting with interested local arts organisations and invite Placemaking NSW to present on the potential artistic uses for the Power Station.

Background
The White Bay Power Station has now been fully remediated and is ready to be adaptively reused for a public purpose.
Leichhardt and Inner West Councils have advocated for many years for the use of this incredible building for the arts and creative industries.
In 2020 we were successful in preventing the proposal from the Treasurer Dominic Perrottet to have the White Bay Power Station demolished.

Subject: Mayoral Minute: Bringing South by South West to the Inner West

MOTION
1. That Council write to John Graham, Minister for the Arts, Minister for
Music and the Night-time Economy, and Minister for Jobs and Tourism proposing
that the Inner West be included as a host location for future South by South
West Sydney events. 2. That Council seek a meeting with Minister Graham and the relevant NSW Government agencies to discuss how this proposal can be progressed.

Background
South by Southwest (SXSW) was established in Austin Texas in 1987 and has grown to become one of the world’s premier festivals bringing together leaders from the technology, film, music, education, and cultural sectors.
This year for the first time SXSW is expanding outside the United States with the inaugural SXSW Sydney event being held and will include 700 speakers across 300 panels and sessions. These events include sessions, screenings, performances, immersive activations, parties, and networking opportunities. All of the events will be held in the CBD and surrounding neighbourhoods.
The NSW Government has entered into a multiyear agreement to host the event in Sydney.
There is an opportunity for the Inner West, which plays such a crucial role in Australia’s arts and cultural life, to seek to have future events located in our community.
