Subject: Mayoral Minute: Condolence Motion: Vale Keith Barnes

MOTION
1. That Council write to the family of Keith Barnes to express our gratitude for the contribution he made throughout his life to our local community, the Balmain Tigers, Wests Tigers, and rugby league in Australia.
2. That Council offer to the Barnes family and Wests Tigers the use of Leichhardt Oval for a service to commemorate and celebrate Mr Barnes’ incredible lifelong contribution to Australian sport and the Balmain Tigers. |
Background
Keith Barnes was the greatest Tiger of them all. Few more gentle men have ever played rugby league or contributed more to every aspect of the game than Keith “Golden Boots” Barnes. Player, coach, referee, commentator and administrator - there’s nothing he didn’t do in rugby league.
Born in Wales, Keith moved with his family to Australia when he was 15, originally to Wollongong and then to the Balmain district when he was signed to play for the Balmain Tigers.
Keith eventually played 194 premiership games for Balmain from 1955 to 1968. Keith played in 17 tests and World Cup matches for the Kangaroos between 1959 and 1966, 14 as Captain.
Nicknamed "Golden Boots", he was one of the greatest goal kickers of any era, kicking 954 goals in premiership and representative matches.
After his playing days Keith became a referee, administrator and co-commentator on the Amco Cup on Network Ten with Ray Warren in the 1970s. In 1976 he became Secretary-Manager of the Balmain Leagues Club and in 1984 took up the role of Chief Executive of the football club.
He also became the first ex-Kangaroo captain to manage the Australian side when he took up that role on the 1990 Kangaroo tour.
At the turn of the century Keith Barnes was honoured with selection in both the Balmain 'Team of the Century' and in the Wests Tigers' 'Team of the Century'.
In 2007 he was inducted into the Australian Rugby League Hall of Fame. In 2008, he was named in the list of Australia's 100 Greatest Players (1908–2007) which was commissioned by the NRL and ARL to celebrate the code's centenary year in Australia
In the 1996 Australia Day Honours, he was appointed a Member of the Order of Australia (AM) in "recognition of service to rugby league as a player and administrator". On 24 October 2000, he was awarded the Australian Sports Medal for his rugby league achievements.
In 2009 he was honoured with the naming of the Keith Barnes Stand at his beloved Leichhardt Oval. The Keith Barnes Stand will be heritage protected so that his legacy will always be upheld and celebrated at the 8th wonder of the world.
An Australian Captain and a Tigers legend. His spirit will live on at Leichhardt Oval.

Subject: Mayoral Minute: Tree Safety in the Inner West

MOTION
1. That Council receive a report to the May Ordinary Council Meeting identifying the schedule of inspections and assessments made on all trees on public land that have recently dropped large branches, been uprooted, or collapsed.
2. That Council procure an external review of Council’s safety procedures for the maintenance of large trees on public land. This is to be undertaken at arm’s length from Council officers to ensure an independent assessment of Council’s processes and whether they need to be strengthened or improved. The funding for this review is to be identified in the Quarterly Budget Review.

Background
In recent months there have been a number of large trees on public land that have dropped branches, been uprooted, or have collapsed causing serious potential safety problems.
This has included a large branch that fell and struck a pedestrian on the Bay Run, an uprooted tree in Lambert Park Leichhardt, and the collapse last Sunday of a very large tree on Darling Street in Balmain.
It is important that Council verify the inspection and safety assessment regime for large trees, such as these, that have the potential to do great damage to people and property if they fall.
Given this spate of incidents, it’s important that Council review its safety processes to ensure we are upholding our responsibilities and to provide assurance to the community that all steps are being undertaken to protect public safety.

Subject: Mayoral Minute: Rozelle Parklands Update

MOTION
1. That Council delegate the General Manager to enter into a Temporary Licence Agreement with Transport for NSW to manage the sporting fields in Rozelle Parklands until a permanent arrangement is in place. The temporary arrangement will manage bookings, undertake field maintenance, line marking, mowing and installation of goal posts.
2. That Council receive a report to the May Ordinary Council Meeting on the progress of the Rozelle Parklands Masterplan.

Background
On March 28, the removal of asbestos contaminated mulch at Rozelle Parklands was completed, as required, by the clean-up order issued to Transport for NSW by the Environment Protection Authority.
Council officers have continued to regularly meet with Transport for NSW officials to advocate for the restoration and reopening of the park to be expedited. Transport for NSW have advised that the park is due to be fully reopened by the end of April. This will enable the sporting fields there to be used in May.
Council has also insisted upon written confirmation from Transport for NSW about how the trees and vegetation that have been lost during the clean-up of contaminated mulch will be replaced and the park fully restored.
Transport for NSW has audited the Parklands to identify the amount of trees and vegetation that have died and need to be replaced. Council has informed Transport for NSW that we will be closely scrutinising the restoration of the park and insisting upon all vegetation that has been lost being fully replaced.

Subject: Mayoral Minute: Ship to Shore Power at White Bay Cruise Passenger Terminal

MOTION
That Council write to Transport for NSW seeking an urgent meeting to discuss the implementation of shore to ship power at White Bay Passenger Cruise Terminal and propose the following:
a) The provision of shore to ship power at all berths that host cruise ships, including berths 4 and 5; and b) The mandating of the use of shore to ship power by all cruise ships docked at White Bay.
