MOTION
That Council congratulates Helen Bradley for winning the 2025 Woman of Distinction Minister’s Award for Women in Local Government.

Background
Last week Helen Bradley was awarded the Woman of Distinction Award as part of the annual Local Government Minister’s Awards for Women in Local Government.
Helen Bradley is a highly respected and passionate advocate for environmental issues in her role as Manager, Resource Recovery Planning at Inner West Council. Helen’s combination of subject matter expertise and caring, compassionate leadership, sets the benchmark for leadership in local government sustainability.
Helen started work with Council in August 2012. Previously she had worked at Hornsby Shire Council and the City of Sydney.
With over 25 years’ knowledge and experience under her belt, leading high-profile major projects and serving on countless industry steering groups, Helen is a well-known and respected leader in the resource recovery industry.
At Inner West Council, Helen is the trusted authority on waste strategy and a driving force behind transformative environmental initiatives. A prime example is her leadership in the planning and implementation of Council’s Food Organics and Garden Organics (FOGO) rollout, well ahead of the 2030 NSW mandate.
During the FOGO rollout, Helen’s organisational leadership was invaluable. In one of the biggest environmental initiatives and service delivery changes Council has ever undertaken, Helen was recognised by councillors and officers as the key leader who helped to deliver that program.
She identified service gaps affecting vulnerable and isolated residents and responded with compassion and urgency to deliver a tailored weekly red lid garbage collection service for those with medical or special needs.
Her dedication and determination have been rewarded with FOGO tonnages far exceeding expectations and the quality of Inner West FOGO heralded by processors and the NSW EPA as the cleanest they’ve seen for a new service.
Helen has also collaborated with Homes NSW to improve waste management and amenity at public housing sites, driven by her deep commitment to enhancing the quality of life for all residents. Her actions ensured no one was left behind and reinforced Council’s commitment to equitable service delivery.
Helen’s commitment to sustainability extends beyond her role at Council, actively advocating for Circular Economy adoption across NSW. She is widely respected and recognised as a thought leader in the Circular Economy sector.
Helen Bradley exemplifies the values of Inner West Council and what it means to be a role model for women in local government. She leads with heart, delivers with excellence, and inspires with authenticity. Her professional achievements and personal character make her a truly outstanding winner of this award, and her positive influence will be felt for years to come.
