Subject:              Mayoral Minute: Condolences from Inner West Council on the Bondi Massacre

MOTION

 

1.   That Council condemns the devastating loss of life and horrific, senseless violence targeting the Jewish community on 14 December 2025, as they gathered to celebrate Chanukah on Bondi Beach.

 

2.   That Council extends our deepest condolences to the families of the victims and all those affected by the Bondi Beach terrorist attack and wishes those injured in the attack a full and speedy recovery.

 

3.   That Council commends and expresses gratitude for the extraordinary bravery of the police and emergency services personnel, Waverley Council staff, surf lifesavers, and community members who showed tremendous courage and acted quickly to bring people to safety.

 

4.   That Council notes that Rotary has established the Unite for Bondi Appeal as the official fund for donations to help with the recovery of the victims and the community and that this fund has been authorised by the NSW Government.

 

5.    In recognition of the enormous impact on Waverley Council including their staff and their community, that Council make a donation of $20,000 to the Unite for Bondi Appeal for the purpose of supporting the Waverley community in their recovery. Funds for this are to be identified in the next quarterly budget review.

Item 2: Public Exhibition – Camperdown Park Draft Plan of Management

 

Question.

I note the draft PoM includes exploring the full renovation of the museum building as a community facility. Can you please advise whether the Portuguese community organisation which runs the Portuguese Ethnographic Museum of Australia on that site has been informed of this idea?

 

Response provided (by Director Property and Major Projects):

There has been no consultation. The PoM is a visionary item with a life span of 10 years. The exploring renovations item is an attempt to future proof the ongoing use of the building.

 

 

Item 12: Supporting Visual Arts and Writers to find affordable space to work in the

               Inner West

 

Question.

Was there a reason why Stone Villa was not included as potential affordable space in the report.

 

Response provided (by Director Community)

After consultation with the property team, the focus was on the spaces which are available within the next 6 months – White’s Creek and Thirning Villa.

 

 

 

 

Item 15: Abolishing Subminimum Wages for People with Disability

 

Question 1.

I just have a question about the paragraph headed "Grant Guidelines" on p318 of the Council papers. It states "As there are no Australian Disability Enterprises engaging in segregated services, payment of sub-minimum wages or restrictive practices operating in the Inner West.  General Counsel has confirmed that no additional strengthening of legal protections is required for Council grant agreements".

 

I am aware that Ozanam Industries, on the corner of Salisbury Road and Bridge Road in Stanmore, is in fact an ADE, with two work centres including this one in Stanmore. Does that affect General Counsel's advice?

 

Would General Counsel's advice be affected by the opening of more ADEs in the Inner West in the future? 

 

Response provided (by General Counsel and Director Community):

General Counsel’s advice is not affected. There are no Australian Disability Enterprises operating in the Inner West, including Ozenam Industries which no longer operates as an ADE. This has been verified with Vinnies who operated the service historically. These service models are commercial and so are not eligible for any Council grants funding. In addition, the ADE model is no longer funded by the Commonwealth and employment arrangements for people living with disability are now part of the NDIS. There will no be future ADE’s and if there were to be they would not meet the criteria for IWC Community Grants funding (now or future),

 

Council grants are not provided to any Australian Disability Enterprises which engage in segregated services, payment of sub-minimum wages or restrictive practices operating in the Inner West or intending to operate in the local government area.

 

Question 2.

Could you confirm whether the Access LDG have been consulted about the amendments to the draft Sponsorship Policy.

 

Response provided (by Director Corporate):

At this stage the Access LDG has not been consulted, however it is our intention to present the proposed amendments to them for consideration (in line with their request to review officer amendments) at their next meeting, during the public exhibition period.

 

 

Item 47: Notice of Motion: 2026 National General Assembly Proposed Motion: The Treaty on the Prohibition of Nuclear Weapons 

 

Question.

Has the proposed motion been debated at a National General Assembly in the preceding two years?

 

Response provided (by Director Corporate):

The proposed motion at Item Item 47 in tonight’s Council Meeting agenda has not been debated at an NGA in the last two years.

 

The last time this motion was debated was at the 2021 NGA, where the NGA resolved to carry a virtually identical NOM calling on the Federal Government to “sign and ratify the Treaty on the Prohibition of Nuclear Weapons.”

 

There was a motion debated at the 2025 NGA that mentioned nuclear energy, but it is different.

Specifically, the 2025 NGA resolved to call on the Federal Government to “reaffirm its commitment to renewable energy as the foundation of Australia's future energy mix and continue to prohibit the establishment of nuclear energy generation, recognising its high costs, risks, and long lead times compared to renewables” (Motion 152). There was no reference in this motion to the Treaty on the Prohibition of Nuclear Weapons (Treaty), or a call for the Federal Government to sign/ratify the Treaty.

 

For completeness, there was no motion that referred to nuclear energy or the Treaty at the 2024 NGA.
