Motion:

 

THAT Council:

1.         Calls on the NSW Government not to proceed with any further consideration of either of the mid-tunnel construction dive sites under consideration at 7 Darley Road and 29 Derbyshire Street, Leichhardt.

2.         Calls on the Government to discontinue the process of seeking to establish a dive site in the densely populated Leichhardt/Lilyfield area.

3.         Requests Council officers to further consider the suitability of the site at the western end of the Rozelle Rail Yards as a possible mid-tunnel construction dive site and report back to Council.

4.         Calls on the State Government to ensure that the community and Council is fully consulted on any further consideration of dive site options in the Leichhardt area by the State Government.

 

Background

 

 

Sydney Motorway Corporation (SMC) is actively considering two potential mid-tunnel construction ‘dive’ sites in the Leichhardt/Lilyfield area – one at 7 Darley Road (site of the current Dan Murphy’s liquor outlet) and one at 29 Derbyshire Road, between Sydney Secondary College Leichhardt (high school) and the Sydney Buses Leichardt Depot.

 

Council engaged consultant civil engineer James Holt to assess these sites and any other potential dive sites in terms of their impact on the community. The final report was received on Friday 23 February.

 

The consultant’s report, at ATTACHMENT 1 has been reviewed by council’s traffic engineers who inform me that while it would be technically possible to construct and operate dive sites at Darley Road and Derbyshire Road, there are significant issues with both sites in terms of road safety, noise, traffic and other impacts on local residents, school students and the wider community. The report extensively details the traffic issues that would result from using the Darley Road site. This site is severely constrained and a dive site here would cause significant problems with key intersections. The Derbyshire Road site would have significant impacts on the adjacent high school, cause the loss of heritage buildings and lead to high numbers of truck movements which could have safety implications for school children. 

 

Based on this analysis and close consultation with the community I do not support either option and have informed SMC that Council’s preferred position is for no dive site to be located in the densely populated Leichhardt/Lilyfield area. Accordingly, this minute recommends that Council calls on the NSW Government to not proceed with either the Darley Road or Derbyshire Road options or any other dive site in this area. 

 

While the absence of a mid-tunnel dive site would extend construction impacts near the permanent traffic portals at Haberfield and Rozelle, it is my view that it is simply not equitable that the inner west community is put in the invidious position of having to make a choice between potential dive sites that each have harmful impacts on inner west residents.

 

I note that the Holt report has identified a site at the western end of the Rozelle Rail Yards that could provide an alternative lower-impact option. SMC has ruled out this option on the basis of interference with light rail facilities and operations, however I do not believe they have provided sufficient detail to support this position. Accordingly, this minute recommends that Council officers further consider the suitability of this site as a possible option in order that Council can be in a position to advocate the ‘least worst’ option should the State Government ignore Council’s position not to proceed with a dive site. The location of the Rozelle Rail Yards site, along with the Darley Road and Derbyshire Road sites, is shown on an air photo at ATTACHMENT 2

 

SMC has distributed by letterbox drop a notice to residents around the two sites it has under consideration, following the release on Council’s website of minutes of a meeting between Council’s Administrator and SMC, at which these two sites were discussed.

 

A report on this matter is planned to be considered by the Local Representation Advisory Committee (LRAC) at its 14 March 2017 meeting and by Council at its 28 March 2017 meeting. These reports will include further analysis of dive-site options by Council officers and will include updates on progress of planning for the M4-M5 Link.

 

It is anticipated that SMC will provide further information on dive site options when M4-M5 Link design plans are publicly exhibited in coming weeks.
